It has the appearance of many modern newspapers flags with a clean style. I like the colour choices. The clean style reassures your readers with a sense of trust.

As a person that works in the ad industry for a newspaper, I ask myself. Does it have a hook or a catch? What is the call to action? Because it's an in-house ad you might think that it doesn't need all of these, however that would be incorrect. It must get attention, spark interest, create desire, and ask for action more than any other ad. But then it is just a college paper and my comments are only relevant if you're looking to further ad sales and increase readership.
I like the taglines "Stay Informed. For Free." however they seem dislocated like they should read "Stay informed, for free". The association of Free with a newspaper is an important part, at least to me. It assures that content will not be biased with regards to advertising sales or a particular customer, or censored by governmental control as in Free Press... Maybe this could be a nice way to put a play on words here for you in associating that the cost is well... Free. Doing so would help to drive home the trustworthy message to your readers and this is important for newspapers.

I don't mind the main part in Trajan, but the whole thing? With everything in Trajan it seems a little over done, try contrasting with a Sans. Using a Sans for the smaller text only seems natural because when I view it online here and squint, all the serifs are gone. I do like how you've tracked it open across the entire length.

The kerning needs adjusting as it is inconsistent throughout Niagara News. Notice how far apart the space is between the N and the I, while the foot of the A is too tight under the G. The R and the A are kerned way too tight as it looks like the tail on the R now has a serif. Don't use tracking, use kerning. Squint and you can see where you need to make the adjustments.
